Overview
As has been well documented, rail resources available to the grain industry are decreasing as a result of redundancy of aged assets and more profitable utilisation of existing asset for other bulk industries. As a result of these shrinking resources, it is critical from a shipping execution perspective that the AWB National Pool (the National Pool) maximises its ownership at rail efficient sites.
Because of these factors, the National Pool is looking to accumulate grain into Class 1 sites, via swaps, to provide greater export efficiency.
As well as providing for a more efficient supply chain for export, the swap will have great benefits to the domestic market as Traders can take advantage of having stock in sites that are more suited, or have greater domestic access.
Pricing
The National Pool’s proposal is to swap bin grade for bin grade in the same regions for a fee of $1.00/mt, payable by the counterparty. This fee is to cover the administration costs of the swap.
All freight, quality (moisture, screenings and protein), port cost differentials and outturn to be reconciled at AWBIN rates at time of transfer in accordance with the AWBIN policy on stock swaps appearing on the AWB website.
Sites
Site availability and tonnage is entirely at the National Pool’s discretion, however the below list of sites is intended. Importantly, the National Pool cannot guarantee sites/ tonnage being available and reserves the right to refuse any requested swap transaction without giving any reason.
The below tables detail by state the Class 1 sites (in blue) that the National Pool will swap into and lists those sites the National Pool will swap out of directly below. Please note that sites with GF next to them refer to AWB Grain Flow sites, with GC being Graincorp. Any sites without these are Graincorp sites.
For example-
National Pool to give up 1000mt APH2 in Coonamble
Counterparty to give up 1000mt APH2 in Narromine GF and pay $1.00.

Class One Sites- Definition
For a site to be a Class One, it must meet the following criteria-
- Opening hours 24 Hours
- Opening Days 7 Days
- Outloading rate 700mt t/hr or greater.
- Siding Length 30 Wagons or greater.
Transfer
Title transfer dates to be negotiated with the counterparty and will be subject to tonnage availability.
Authority to enter into Swaps
Only the National Pool Swaps Merchant, the National Pool Pricing Manager and the National Pool Manager have the authority to enter into a swap with the Counterparty.
Terms and Conditions
All other terms and conditions of the “Class One Site Swaps” are the same as apply to all Stock Swaps. These further terms and conditions can be found on the AWB website.
